Is it permitted for someone else to submit my application to the Visa Centre on my behalf?

Generally speaking, if you are exempted from fingerprints collection, you may entrust someone to submit visa application for you (a power of attorney is needed if the entrustee is an agent). Please prepare all the documents required and signed the application form in advance.
