Notice on Regulations of Boarding with COVID-19 Negative Certificates for the China-bound Flight Passengers

To ensure the health and safety of international travel and reduce the risk of cross-border spread of the epidemic, the Civil Aviation Administration, the General Administration of Customs and the Ministry of Foreign Affairs of the People’s Republic of China issued a Joint Announcement on Requiring China-bound Passengers to Obtain COVID-19 Negative Certificates before Boarding.

The Embassy of the People's Republic of China in the Republic of Kenya would like to notify:

From 11th August 2020, all Chinese and foreign passengers departing from or transferring via Kenya on China-bound flights are required to take nucleic acid tests and present the COVID-19 negative certificates to the Chinese Embassy before boarding. The following arrangements are hereby announced:

I. All Chinese and foreign passengers who are to fly to China are required to take nucleic acid tests for COVID-19 within 3 days before boarding. The tests should be taken at institutions designated by the Embassy (a. Nairobi Hospital Anderson Center, b. Aga Khan University Hospital, c. Lancet Main Laboratories (Upper Hill), d. Kenyatta National Hospital, e. Kenya Medical Research Institute). The test results are required to be sent to the email address consulate_ken@mfa.gov.cn by the institutions.

II. For Chinese passengers, only those who can present green health codes with an “HS” mark are allowed on board. In this regard, Chinese passengers are required to upload photos of their COVID-19 negative certificates to the Wechat mini program COVID-19 Prevention Health Code International Version through Entry B within 5 days before boarding. The Embassy is to verify the certificates and provide green health codes with an “HS” mark. For more details, please check https://hr.cs.mfa.gov.cn/help_two/help-two/hs.html.

III. For foreign passengers, only those who can present Health Declaration Forms (see attachment) issued by the Embassy are allowed on board. In this regard, foreign passengers are required to present their COVID-19 negative certificates to the Embassy when applying for the Health Declaration Forms within 5 days before boarding.

Foreign passengers, within 24 hours after getting the negative test results, should send scanned copies of (1) information page of the valid passport, (2) COVID-19 negative certificate and (3) Health Declaration Form signed by the applicant to the email address consulate_ken@mfa.gov.cn. After the due verification, the Chinese Embassy will send back a scanned copy of the stamped Health Declaration Form to the applicant through email. The applicant should print out 2 copies of the Form and carry them to the airport. Please make sure to board the flight within the validity period of the Health Declaration Form and cooperate with the staff of the airlines for further checking (one copy for the airline).

IV. Airlines are responsible for checking the green health codes with an “HS” mark or Health Declaration Forms of their passengers before boarding. Passengers who do not meet the above requirements should not be allowed on board.

V. For transit passengers, please kindly note that there is no nucleic acid test service in the transit area of Kenyan international airports. All Chinese and foreign passengers who transit via Kenya to China should complete the nucleic acid test and application for the green health codes with an “HS” mark or the Health Declaration Forms in the departure country in advance. Otherwise, the airlines may arrange a nearest flight for the passengers to return to the departure country. The passengers shall bear the loss caused thereby.

VI. The uploaded test certificates must be complete, clear and unmodified. Otherwise, it may affect the result of verification.

VII. Due to the unstable local network, there may be some delays of transmission during the application for the green health codes with an “HS” mark or the Health Declaration Forms. Passengers are suggested to complete the relevant procedures in advance to avoid affecting the journey.

VIII. Passengers who provide false test results or information will bear corresponding legal liabilities.

IX. If the staff of the airlines have doubts on passengers’ green health codes with an “HS” mark or Health Declaration Forms, they may request on-site inspection of the original test results. Please make relevant preparations.

X. The Embassy of the People’s Republic of China in the Republic of Kenya reserves the right to final interpretation of the above arrangements.
