Is the Chinese embassy responsible for the authenticity of the contents of the document to legalize?
 

No. The Chinese embassy or Consulate is only responsible for the authenticity of the apostille certificate's signature and stamp of the FCO or its authorised department. The document issuing party must take responsibility of the documents' contents before submitting them to be legalised. Any contents going against Chinese laws and regulations will be denied legalisation.
