Can I apply for legalization at the Chinese Embassy?

According to the arrangement of the Chinese Embassy in Vietnam, since 1st March,2023, applications certified by the Consular Department, Vietnam Ministry of Foreign Affair can submit application to the Chinese Visa Application Service Center in Ha Noi
