Is the Chinese Embassy or Consulate responsible for the authenticity of the contents of the document to be legalized?

No. The Chinese Embassy or Consulate is only responsible for the authenticity of the signature of the officer of FCDO or the stamp of the authorised department. The document issuing party should be responsible for the contents of the document. If the contents of a document to be legalized are against Chinese laws and regulations, the Chinese Embassy or Consulate will refuse to undertake legalizations for it.
