For applicants age 14 to 70, the first time applying for a Chinese visa since 1st Dec 2017, you must submit both the visa application and fingerprint at the center in person at the same time. But you can also contact a travel agency to help you with filling out the online application form, submittal of application documents and booking of appointment for fingerprint submittal. If you have applied for Chinese visas with the same passports and have had fingerprints collected and visa approved within 5 years, you may submit the visa application either in person or by a travel agency. But please make sure you are in Romania during the visa application.
