According to the new instructions from the Chinese Embassy in Algeria, VFS Global Visa Application Center for China informs you:

From November 25th, 2020, foreign passengers wishing to fly to China from or via Algeria to China are invited to request a HEALTH DECLARATION on the Internet website.  https://hrhk.cs.mfa.gov.cn/H5/ or scan this QR code below by mobile phone where they must fill in personal information, declare health status, scan and submit certificates for the two virological test (RT-PCR) and "IgM) "negative" nucleic acid tests (IgM antibodies) to COVID-19 (performed during the 48 hours prior to boarding) as well as the passport information page. The Embassy will check the above documents online to issue the HEALTH Status DECLARATION website in electronic form in the form of the QR code with the "HDC" mark to passengers who must present it at boarding.
