No, you can’t. And a visa center only receives application submitted by applicants lawfully staying, residing, studying or working in the country the center located in.

Business Hours:
Monday-Friday. Closed on Saturdays, Sundays and Public Holidays.
Submission of applications: 9:00 to 15:00.
Collection: 9:00 to 16:00.
